I tend to agree that the system can fail very quickly. I received a $70 ticket for my license plate light being out (!) while being parked in a Publix parking lot and not driving, I was outraged.
When I told the judge this, he asked the cop if I was parked when the cop pulled behind me. The cop said no. That was the end of the discussion. Which angered me more.
Then when they asked if I had $100 on hand (it went up because I tried to tell them the truth), I said no. So they put me on probation (!) and said the fee was then $178. You can imagine my rage at that point.
Then they expected me to know all about how probation worked, so I explained to them that I'm a law-abiding citizen who doesn't smoke pop, get DUIs, steal things, so I have no idea what probation is or how it works. After being frustrated at me, they set me all up with the paperwork.
Well, I was on tour when the first meeting of probation was to happen. The law doesn't care about tours, it just cares about getting your money. So I called and told them I had a debit or credit card and could pay them. They said "we don't accept cards or checks." I said, "Ok, I'll pay you in wampum then."
They didn't think that was funny. So I followed very rigid instructions and got a money order for the amount owed, mailed it 5 business days before it was due (the first probation meeting date) and got the letter insured so that they would try 3 times to deliver and get a signature so that it was guaranteed to have been received. This was what the probation officer told me I had to do.
2 weeks later, the letter is delivered to my house with 3 dates listed as attempts to deliver the money order and on NONE of those attempts was someone available to receive the money order.
At that point, I said "HELL YES, THE SYSTEM HAS FAILED" and promptly cashed my own money order and forgot all about it. Supposedly they'll issue a warrant for your arrest for things like that, but its been 3 months and nothing has happened yet and I'm willing to call their bluff and see what happens. I'd like to know if you could go to jail over a $70 ticket for your tag light being out while parked in a Publix parking lot.

He's even been pulled over since then. Nada. Also, his step-mom's sister had an outstanding ticket for 6 years. No arrest there, either.

Come to think of it, I have a ticket for having an unregistered car. Got it being my parked on a public street without registration. Since it was right in front of my house and the fine was ridiculously high I decided to ignore it and not pay it. I got sent a ton of threatening letters and the fine was raised more and more (more than 500, maybe even 1,000). Then it kinda quieted down and the letters stopped. Since then I've sold my car and haven't heard anything since. As far as I know there's nothing on my record about this incident. Kinda weird - like it never got connected to my drivers license #. This was at least 3 years ago. Hopefully someday they won't find me and I'll have to flee the country.
